About the Organisation:
Our client, the Torres Strait Regional Authority (TSRA) is an Australian Public Service (APS) agency, based on Thursday Island. Thier rangers and scientific teams operate across all inhabited islands of the Torres Strait, from Mer in the East, to Boigu in the North and Badu in the West. With approximately 150 employees, and over 80 per cent of our employees are Torres Strait Islander and/or Aboriginal people.
 
TSRA employees are covered by our enterprise agreement. Features include 27 days annual leave for employees based in the Torres Strait, generous remote area allowances and relocation assistance. We also provide employees and eligible household members with travel and accommodation support when they need to travel to the mainland for medical/dental treatment. Our current salaries and allowances are set out in the CEO’s 24(1) determination.

The TSRA’s responsibilities focus on supporting people who live in the Torres Strat region, and include:
  • recognising and maintaining the special and unique Ailan Kastom of Torres Strait Islanders;
  • formulating and implementing Programmes for Torres Strait Islanders and Aboriginal persons, and monitoring their effectiveness (including monitoring Programmes conducted by other bodies);
  • developing policy proposals to meet national, state and regional needs and priorities of Torres Strait Islanders and Aboriginal persons;
  • assisting, advising and cooperating with Torres Strait Islander and Aboriginal communities, organisations, and individuals at national, state, territory and regional levels;
  • advising the Federal Minister for Indigenous Australians on matters relating to Torres Strait Islander and Aboriginal affairs in the Torres Strait Region;
About the role:
This Program Manager is responsible for the Environment Management Program.
The TSRA Land and Sea Management Unit (LSMU) is responsible for coordinating the delivery of the Environmental Management Program under the Torres Strait Development Plan.
The Regional Goal for the Environmental Management Program is:
  • Empowering Torres Strait Islander and Aboriginal peoples to sustainably manage and benefit from their land, sea and cultural resources into the future, in accordance with Ailan Kastom, Aboriginal Lore/Law and native title rights and interests.
The key outcomes under the Development Plan that our program focuses on are:
  • Key natural and cultural resources are sustainably managed in line with community priorities and traditional ecological knowledge;
  • Appropriate collaborative governance arrangements and partnerships to support sustainable management of the region’s environmental values;
  • Greater regional and community-based capacity for the sustainable management of natural and cultural values; and
  • Improved community sustainability, resilience and ability to adapt to climate change.
The LMSU works to achieve its aims through its Strategy for Torres Strait (2016-2036) (‘the Strategy’). The Strategy is a guiding framework for enabling Torres Strait communities to continue to sustainably manage and benefit from their land, sea and cultural resources into the future.
The Strategy aims to help Torres Strait communities to work together to keep the Torres Strait environment special by protecting key values for the future.
To achieve this, the Strategy:
  • promotes regional and local land and sea management aspirations and capacity
  • helps us to understand the health of key values in the region and how things might be changing
  • provides information to support local planning and management efforts
  • seeks ongoing investment to enable communities to look after their islands and seas in a culturally appropriate way.
 
The Program Manager also carries responsibility for ensuring that Program activities support the special and unique Ailan Kastom of the Torres Strait.

  • An understanding of the economics of the Torres Strait, and the challenges inherent in establishing and operating businesses in a remote and geographically vast region
  • Proven stakeholder management skills, including the ability to communicate with influence in writing, in person, and in making presentations to represent the TSRA in a range of forums. TSRA stakeholders include our elected TSRA Board, local, state and federal government officials and community organisations across the Torres Strait.
  • Strong leadership skills, the ability to foster trust and collaboration, and experience in developing teams and individuals to reach their potential by participating in personalised and appropriate performance development processes.
  • Highly developed knowledge of Public Service values, codes of conduct and legislative frameworks, policies and practices, including the Public Service Act 1999 and Public Governance, Performance and Accountability Act 2013.
