About the Organisation:

Our client, the Torres Strait Regional Authority (TSRA) is an Australian Public Service (APS) agency, based on Thursday Island. Thier rangers and scientific teams operate across all inhabited islands of the Torres Strait, from Mer in the East, to Boigu in the North and Badu in the West. With approximately 150 employees, and over 80 per cent of employees are Torres Strait Islander and/or Aboriginal people.
  
TSRA employees are covered by their enterprise agreement. Features include 27 days annual leave for employees based in the Torres Strait, generous remote area allowances and relocation assistance. We also provide employees and eligible household members with travel and accommodation support when they need to travel to the mainland for medical/dental treatment. Our current salaries and allowances are set out in the CEO’s 24(1) determination.
 
The TSRA’s responsibilities focus on supporting people who live in the Torres Strait region, and include:
  • recognising and maintaining the special and unique Ailan Kastom of Torres Strait Islanders
  • formulating and implementing programs for Torres Strait Islanders and Aboriginal persons, and monitoring their effectiveness (including monitoring programs conducted by other bodies)
  • developing policy proposals to meet national, state and regional needs and priorities of Torres Strait Islanders and Aboriginal persons
  • assisting, advising and cooperating with Torres Strait Islander and Aboriginal communities, organisations, and individuals at national, state, territory and regional levels
  • advising the Federal Minister for Indigenous Australians on matters relating to Torres Strait Islander and Aboriginal affairs in the Torres Strait Region
 
The work of the team
This roles sits within the The Land and Sea Management Unit (LSMU). The LSMU delivers the environmental management programme.  The key activity of the programme is to protect the ecological complexity and biodiversity of the Torres Strait region, and the strong and enduring connection of Torres Strait Islander people to their islands and sea.
Key initiatives include:
  • undertaking land and sea planning and operations.
  • Working in partnership with Traditional Owners, and Registered Native Title and Prescribed Bodies Corporate to maintain Indigenous Protected Areas, traditional ecological knowledge, and undertake community planning and engagement through the Ranger project.
  • Assisting the region to mitigate the impacts of climate change and encourage the use of renewable energy.
The LSMU operates as the regional natural resource management (NRM) body for region and delivers investments from the Australian Government.

The LSMU structure, projects and initiatives it delivers are aligned with the four theme areas of the Land and Sea Management Strategy for Torres Strait: Land, Sea, People, Coasts and Climate.

These strategies, their theme areas, and community-based plans underpin the work of the Environmental Management Program.

The Torres Strait Ranger Program is one of the many key project areas of the Land and Sea Management Unit.

Duties and responsibilities in this role:
Working under the direction of the Environmental Management Program Manager, the Project Manager (Ranger Operations) works in partnership with the Project Manager (Ranger Planning and Policy) and other LSMU Project areas on the Torres Strait Indigenous Ranger programme delivery.
This position will manage and support the day-to-day operational procedures and associated requirements of rangers, and work closely with the Corporate Services team on infrastructure, assets, resources, IT services, and storage and security requirements.  
The position is supported by four Senior Natural Resource Management Ranger Supervisors who manage rangers in four regional clusters. The position is also supported by a Senior Natural Resource Management Officer (Marine Coordination) who oversees the vessel fleet operations and maintenance.

Duties/tasks will be varied and may include:

  1. Manage and monitor the substantial budget for Ranger operations;
  2. Assist with NIAA reporting across LSMU team;
  3. In partnership with other TSRA areas, plan, implement and supervise acquisition and maintenance programmes for TSRA vessels, vehicles, infrastructure and small plant and equipment;
  4. Coordinate plant and equipment, vehicles and vessels in accordance with TSRA policies, procedures and guidelines. This includes management, maintenance, and replacement;
  5. Develop and implement safety management systems and a culture of risk management within the Ranger Programme, including managing emergency response situations as required;
  6. Plan, implement and evaluate vessel management procedures including safety plans in accordance with the Work Health and Safety Act 2011 and Domestic Commercial Vessel regime; and,
  7. Establish and maintain effective liaison with Port Authorities, communities, government authorities, and the general public regarding vessel operations.

  • demonstrated understanding of Maritime Operations in the Torres Strait, including holding a Coxswain Certificate or a Certification as a Master V less than 24 metres near coastal and Marine Engine Driver II near coastal, or willingness to obtain;
  • good understanding of Work place health safety requirements;
  • have an understanding of issues affecting Aboriginal and/or Torres Strait Islander people;
  • have strong, proven business analysis and evaluation skills and excellent communication skills;
  • have an ability to communicate sensitively and effectively with Aboriginal and/or Torres Strait Islander people;
  • have experience in working independently and flexibly in a complex environment;
  • show respect and value diversity as part of your leadership and team roles; and
  • will be highly motivated, energetic and show a willingness and capacity to get things done and make a difference.
