Reporting directly to the CEO, the Chief Operating Officer plays a key role in Council and a valued member of the ELT.  With ultimate responsibility in delivering operational service delivery that meets the needs of Council, this is a dynamic and transformational role.  With innovation and best practice at the heart of delivery, this role leads teams across Finance, Technology, Customer Relations, Procurement, CityLab, City Data, Governance, and Legal.

Key responsibilities include:
  • Lead a multi-functional team delivering operational effectiveness while building capability and empowering the leadership team.
  • Bring together corporate services functions to work in a collaborative and efficient manner with a “one team mindset.”
  • Champion a customer first ethos to enable positive customer experiences.
  • Contribute to the whole of ELT, ensuring the corporate services teams provide necessary decision support.
  • Oversee the finance, rates and investment function of the City of Melbourne, developing and leading a best practice function that partners proactively across CoM.
  • Create an innovative, engaging, agile and digital-first approach to the way we work with customers, community and employees.
  • Be a champion of innovation through initiatives within CityLab, making “government work better for everyone”.
  • Encourage innovation and alignment to the sustainability principles and drive cost reductions across CoM through strategic procurement.
About you:
As an experienced corporate services Executive, you can demonstrate your ability to leverage successful partnerships with the CEO, other Executive members and external parties to prioritize and enhance operational excellence in complex, multilayered organisations.
You will be able to demonstrate:
  • Executive leadership experience working across several functional areas with strengths in finance (CPA/CA would be an advantage), digital transformation, customer centricity and corporate services
  • A leader who’s natural coaching, empowering and mentoring style develops high performing and collaborative teams
  • Proven experience in transformation environments – you understand the people aspect of change as well as the processes and systems that underpin operational excellence
  • An exceptional relationship builder and communicator, always providing stakeholders with a positive experience reflective of the values and behaviors of CoM
  • Sector experience gained in government, health, facilities management, project/business services delivery, tertiary education or not for profit would be highly regarded
