The Northern Territory Government wants every Territory child to grow up safe, and every family and community to have the support it needs to thrive. The Department of Children and Families (DCF) leads that work, delivering child protection, out of home care and family support services, alongside programs that respond to homelessness, domestic, family and sexual violence, and recovery after disaster. Its services reach urban, regional and remote communities across one of the most culturally and geographically diverse jurisdictions in Australia. With a significant reform agenda ahead, the Territory Government is seeking an accomplished executive to lead the Department as Chief Executive Officer.
Reporting to the Minister for Children and Families, the CEO will turn the Territory Government's priorities for children and families into action, setting the strategic direction for the portfolio and leading the delivery of policy, programs and services across the Territory. Under the Care and Protection of Children Act 2007, the CEO is the responsible person for children subject to a child protection order. The CEO will lead reform that places the safety and best interests of children at the centre of every decision, including implementing the Every Child Matters reforms and associated legislative changes to strengthen early support for families, safe reunification and stability for children in care, while renewing how the Department is organised and how it works. Providing timely advice to the Minister and Government and balancing competing pressures with sound judgement will be central to the role. As a member of the CEO Coordination Committee, the CEO will work alongside fellow chief executives as part of a connected leadership group, and build trusted partnerships with the non-government sector, Aboriginal organisations and Territory communities.
You will be an accomplished senior executive with a proven record of leading change in large, highly complex human services, child protection or social policy environments, and you will be able to point to the reforms you have led and the outcomes they achieved. You will understand how government works and bring urgency to delivering its priorities, with the political judgement to give the Minister confidence that the Department is getting on with the job. Strong operational, financial and workforce management capability will be matched by a focus on people, and the ability to lead a workforce through restructure and cultural change. You will be solutions focused, comfortable giving fearless and frank advice to Government and your CEO peers, and ready to hold difficult conversations when they are needed. Above all, you will bring the resilience, self-awareness and emotional intelligence to lead through complexity, and the drive to make your mark on outcomes for Territory children and families.
