Strategic Policy and Executive Officer - EL1

Salary: EL1, $106,801.54 tp $129,949.37 + 15.4% super + Allowances

In this newly created permanent EL1 position, you will make a real impact on the organisation and Torres Strait community for the long term. Ideally suited for someone who is not afraid of a challenge and is wanting the opportunity to benchmark good practice within the TSRA.

You will work closely with the Chief Executive Officer and other leaders to provide timely policy advice to the Board, our Minister, portfolio department (NIAA) and partner agencies.
 
The key duties of the position include:The TSRA is seeking individuals who can apply their strategic policy skills to support the TSRA to deliver its programs that support the Torres Strait Community.
In this role you will be:
  • Supporting and challenging Programme Managers to provide the CEO with excellent advice by creating working protocols, including developing guidance on legislative issues and examining, and providing feedback on legislative and policy proposals
  • Undertaking complex policy analysis and research, preparing submissions, and conducting public consultations
  • Providing strategic policy advice on legislative reform options to support efficient program delivery
  • Briefing Executive Leaders such as the CEO and Head of Operations in preparation for parliamentary proceedings and key stakeholder engagements
  • Drafting fit-for-purpose papers for a variety of audiences
  • Working collaboratively with government agencies, international counterparts, local business, and the community to improve program outcomes
  • Managing the Office of the CEO, including:
    • directing enquiries and requests from the CEO
    • Ensuring TSRA managers are meeting the CEO’s deadlines and conforming to agreed templates, processes and procedures
    • Supporting the coordination of input into reports and projects developments

We are looking for an individual who has the following expertise, experience, and qualities:
  • Excellent written and verbal communication skills with the ability to communicate with influence
  • Demonstrated ability to undertake strategic policy and regulatory analysis, including the ability to work with complex legislation
  • Demonstrated ability to identify and manage risk
  • Demonstrated stakeholder management skills with the ability to cultivate productive working relationships
  • Qualifications or experience in one or more of the following: privacy, law, public policy similar
  • Demonstrated experience in managing responses to ministerial/CEO queries and to review presentations
  • An understanding of issues affecting Aboriginal and/or Torres Strait Islander people and more specially the Torres Strait region.
  • highly motivated, with a strong commitment to the APS values (impartial, committed to service, accountable, respectful, ethical).
