Deputy Chief Financial Officer EL1
The Finance Team is a key enabling service for the TSRA, working cooperatively with program managers to ensure integration between projects and programs across the TSRA. Seamless support from Finance will enable the TSRA to deliver the outcomes of the Torres Strait Development Plan. The Finance Team are establishing best practice processes, focusing on accuracy, repeatability, and compliance with APS standards and the Public Governance, Performance and Accountability Act 2013 (PGPA Act).

- Hold a degree in accounting or a related qualification
- Be a registered Certified Practising Accountant or Chartered Account

Reporting to the Chief Finance Officer, the Deputy Chief Finance Officer (DCFO) is responsible for:
- Providing reliable and timely financial information, advice and reporting to stakeholders including the Commonwealth and State Governments, the Department of Finance, and TSRA employees at all levels
- Providing technical support and advice on financial accounting matters/ operations and reporting in accordance with PGPA Act obligations
- Developing and maintaining strong relationships with clients to facilitate open communication in the identification and resolution of program-related issues
- Controlling financial performance and assuring conformity with PGPA Act requirements.
- Undertaking effective risk- and issue-management, and being responsible for the early identification of financial and budget risks to all programs and operations of TSRA
- Managing the day-to-day activities of the Finance Team including identifying, discussing, and managing interdependencies across programs in a collaborative manner.
- Assist the CFO in the management of the Budget and Finance area to achieve agreed performance standards and goals
- Manage and continuously improve the financial operations of the TSRA including but not limited to taxation compliance, accounts receivable, accounts payable, fixed asset management, financial system and general ledger maintenance, grants management, month end processes, payroll and salary sacrifice.
- Develop and maintain accounting policies and instructions to support the TSRA’s operations.
