We are recruiting a newly created and exciting Corporate Services Manager (EL2) position for our Federal Government client, the Torres Strait Regional Authority.
The Torres Strait Regional Authority is an Australian Federal Government body established to administer the Torres Strait Islands. The primary function of the authority is to strengthen the economic, social and cultural development of the peoples of the Torres Strait area, with approximately 150 staff 80% of whom identify as Torres Strait Islander and/or Aboriginal people.

Essential:
• A graduate or postgraduate qualification in law / human resource management/ information technology or other relevant business management discipline granted by a tertiary education provider.
• Demonstrated experience in managing IT, business and information management systems and projects.
• Demonstrated experience in managing human resource function in a Commonwealth entity.
Highly regarded but not Mandatory:
• Experience managing complex Industrial Relations issues
• Demonstrated leadership capability and strong stakeholder management skills
• Experience working in remote communities and working with geographically dispersed teams (Especially Torres Strait / Aboriginal Communities)
• Experience developing and implementing Policy
The work of the team:
Corporate Services provides payroll, information management & technology and corporate administration services to the organisation. In addition, it oversees work, health and safety and facilities management functions including asset management and fleet operations. The team leads and coordinates a range of compliance and assurance reporting requirements on behalf of the TSRA, supporting the CEO in enabling the efficient operation of the TSRA.
Duties and responsibilities in this role:
The Corporate Services Manager is part of the Executive Team, working with the Chief Executive Officer and supporting the Board ensures the provision of efficient services for the TSRA Administration and Board and the Minister in order to facilitate decision-making. This is a critical role with a broad remit and the opportunity to make tangible differences to Torres Strait Islander and Aboriginal people, both immediately and for future generations.
The Corporate Services Manager works collaboratively with Program Managers and the Chief Financial Officer to drive and promote the efficient and effective use of human, information technology and physical resources.
Corporate Policy and Planning activities
• Support the Chief Executive Officer in the design and implementation of key organisational reforms
• Prepare and oversee relevant organisational policies and procedures for finance and areas involving corporate activities ensuring compliance with relevant legislation, regulations and government requirements.
• Manage and develop staff in the Corporate Services team to optimise organisational performance.
• Ensures TSRA complies with all relevant statutory requirements and coordinate reporting to parliament on the operations of the TSRA.
• Leads work on managing TSRA’s obligations as it relates to privacy, freedom of information and public interest disclosures.
Human Resources
• Oversee TSRA records and ensure compliance with relevant legislation, regulations and government requirements.
• Advise and set a strong IR best practice in the organisation
• Monitor WH&S performance and investigate and address incidents within area of responsibility.
Coordinate Facility and Asset Management
• Oversee and maintain TSRA facilities and assets across multiple remote and regional sites.
• Oversee buildings and tenancies to deliver a seamless operation of TSRA accommodation requirements.
• Oversee external contractors providing maintenance, security, landscaping and cleaning services to ensure standards are maintained.
• Develop a four year Asset Maintenance Plan and lead the implementation of the plan.
